Founded Plaster Development Company,
Inc, in 1978 and has established it as one of Nevada’s most resilient
residential building/development companies. Since its inception, the company has
developed diverse communities throughout the Las Vegas Valley, and has also
delivered over twelve thousand homes. Richard began building apartments in 1993.
In 2001, Richard opened Signature Management, LLC.
It was established to manage his portfolio of apartment communities. Richard is
highly respected for his ability to build flexibility into his business plans
and devise new land planning concepts that achieve the highest and best use of
assets, to meet existing market needs.
Mr. Plaster is a former president of the Southern
Nevada Homebuilders Association. He is active on the boards of the Nevada
Ballet, the Las Vegas Philharmonic, the Smith Performing Arts Center (now under
construction) and the Southern Nevada Homebuilders. He holds an M.B.A. from the
University of California, Berkeley, with an emphasis on finance, and a B.A. from
Stanford University. Richard employs an economist's approach in his astute
analysis of historical industry data, current news and up to the minute market
data, enabling him to identify future market
trends. |

Amanda began working as a bookkeeper
in the construction industry upon graduating from high school in Utah. She then
moved to Las Vegas and worked in customer service and administration for five
years at AVCO Financial Services, which provided loan services.
Amanda has been with the company for
over 20 years and has served in numerous capacities, including administration of
our multi-family division, and property management division. Amanda has served
as Vice President of the Apartment Division, with responsibility of project
manager for all of the multi-family projects developed since 1995, which has
included completion of over 1,400 units, with an additional 615 units in
entitlement and design stage. She is the Vice President of Administration for
Signature Management, LLC which currently manages over 800 of our rental
properties. She has worked closely with lenders to obtain construction, interim
and permanent financing for our multi-family projects. She has assisted in
successfully reducing property taxes over the last three years.
She served on the Board of Directors
for Nevada State Apartment Association (formerly Southern Nevada Multi-Housing
Association) from 2005 — 2010, an organization she has been an active member of
for 8 years. She served as Vice President 2006 and 2007, President 2008, and
Past President 2009 and 2010. |

As Vice President of Operations at
Signature Property Management, Las Vegas-native Brian Plaster is an innovative
professional who utilizes his insider, local-industry knowledge and extensive

Plaster primarily serves as a liaison between
property managers, vendors, and property owners to ensure that each property
operates smoothly and efficiently. His responsibilities include marketing and
development, operation/operating budgets, attending to on-site personnel and
asset-maintenance issues, as well as overseeing fiscal accountability, which
includes writing reports for/reporting to senior management and joint-venture
partners.
Regardless of current-economic dynamics, Signature
Property Management’s continued success is due to Plaster’s unique marketing
approach and his ability to drive high volumes of traffic through its
properties. His marketing experience provides a well-rounded perspective to
property management, balancing daily operations, marketing, and lease-ups.
During Las Vegas’ economic downturn, Brian was
involved in three successful apartment/townhome complex lease-ups, Town (92
units), Desert Shadows (192 units), and Suncrest townhomes (76 units). Each
lease-up exceeded ownership expectations and one even allowed the
owner/developer to quickly sell his property to a foreign investor.

Kathy Relyea joined Signature
Property Management June 2011 and brings over 30 years of experience in
multi-family property management field. Kathy exhibits strong leadership,
forthright communication and a GSD (“Get Stuff Done”) approach. She has the
ability to relate well to others, possesses enthusiasm, ingenuity and utilizes
creativity when tackling tough situations.
Kathy’s business relationship with John Franks, as partner of
Signature Property Management, was fostered when she was employed with Pinnacle
Real Estate Investments and he contracted them as a third party management and
then he hired her to assist him with his previous venture, Mutual Assets, a real
estate investment company, he founded in 1984. She was the Vice President of
Operations for Mutual Assets in Phoenix, Arizona. The role entailed:
· Development and implementation of the manuals which include operation,
leasing, maintenance and safety manuals and their corresponding forms
·
Designed employee handbook and related forms
· Created training programs
· Originated reporting procedures
· Established auditing and financial
methods
· Administered budgeting forms and processes
· Implemented and
reviewed marketing plans/ideas and advertising for properties
Kathy was born in a small town in northwest Ohio and moved to
Phoenix in 1985 where she started her career in property management as an onsite
associate for American Management Services. In her tenure, Kathy Relyea has
pursued career rewards with other management companies, such as Wilson-Schanzer
(currently SCG); Trammel Crow, Insignia and Montford Management. In 2000 she
worked for a national company, Sentinel Real Estate Corporation, as a
marketing\training director. She then became an investment manager for Pinnacle
Real Estate investment company and then on to develop her own marketing/training
consulting company. In her term in the industry, Ms. Relyea has worked within a
variety of portfolios. She has both onsite and multi-site supervisory experience
with C to A+ conventional product and Section 42 / affordable housing.
Ms. Relyea has an associate of art degree from Glen Oaks
Community college in Centerville, Michigan and a Bachelor of Science degree from
Arizona State University. She achieved her Master’s degree in marketing in 2008
from Western International University.
Ms. Relyea has a real estate license, currently pursuing her
broker’s license and has been a member in the Arizona Apartment Association. She
spends her free time with her horses and competes in barrel racing and sand
volleyball. |

Woody Gordon relocated to Las Vegas in 1997 from the U. Virgin
Islands, where he had taught Middle School English until the aftermath of
Hurricane Hugo compelled him to turn his hand to the construction industry. He
specialized in new and retrofit electrical and plumbing and eventually owned and
operated a general maintenance and repair business providing a full range of
services for single family and multi-family properties. He also worked as a
full-time general superintendent, electrician, and plumber for contractors.
After arriving in Las Vegas Woody went to work as a senior
customer service representative in 1998 for one of the prominent builders in the
valley and came to work for Signature Homes as Customer Service Manager in
January 1999. He has been with the company for the past 13 years. During this
period he has also served as the Quality Assurance Manager for Signature Homes
with responsibility for inspection of all phases of new construction. He has
assumed a new and expanded set of responsibilities as the General Superintendent
for Signature Management LLC. His principle focus is developing and directing
property wide repair, refurbishment, and upgrade projects for large multifamily
properties consisting of over 800 Signature Management rental properties.
Woody also serves as the Safety Director of the company and
conducts property inspections when needed to assess the condition and repair
needs of properties being considered for acquisition other divisions of the
company. He is a Nevada State Certified Home Inspector and he holds multiple
building code certifications from the International Code Council (ICC) in
residential and commercial construction. |

John Franks has worked in the real estate business since 1978,
first as a mortgage broker with Newport Beach, California-based NHL Funding and
then as a mortgage broker with his own company, Corona Del Mar Home Loan, until
1992.
In 1981, Franks also founded Mutual Assets, a company that
syndicated building projects and managed properties with investors throughout
Southern California.
In 1992, Franks, along with Mutual Assets’ investors, began buying
land, on which they built industrial buildings –including a build-to-suit
project for G. E. Capital–as well as Las Vegas apartment complexes that they
renovated.
Mutual Assets expanded in 2005, when it began buying apartment
complexes in Phoenix, Arizona and formed its own management company to run them.
Franks has been involved with every aspect of the property management business,
from organizing and overseeing renovation and maintenance projects to assisting
with marketing strategies to raise occupancy.
In 2011, Franks partnered with Signature Homes, the family owned,
Las Vegas home building and property management company founded in 1978. Franks
and Vice President of Operations, Brian Plaster, expanded Signature’s property
management division to include managing multifamily properties of 100 units or
more.
Franks brings his expansive knowledge and expertise to the
partnership, which has resulted in unparalleled success and respect from
industry professionals, vendors, and clients
